I've seen it before on cars with really long doors so the rear seat passengers can release the door to get out. But the doors on that aren't long enough that the second handle is easily accessible from the back seat, so far as I can tell. Maybe if you are chauffered the passenger seat would be moved forward a bit.

I assumed it was for when you were using the rear seat in a "business class" mode with the front seat moved and tilted forwards. Obvs your PA would usually open the door for you in that scenario, but maybe if you need to get out pronto to avoid losing sight of Penelope Pitstop whilst she tries to escape
