I saw that elsewhere too @Rich B , but - reading between the lines I think it’s only for the good guys. The baddies will still get black ones. 
And whilst not mentioned, I haven’t seen it explicitly stated that lasers will NOT be some sort of cost-option @IanF , so - keeping my fingers crossed.
