The rules say that the car must have its full interior (including carpet & headlining), but as you have noticed it's not entirely enforced. I'd err on the safe side though. Thing is, Evonomics is kicking in and that's counter-productive. A 60k miler costs probably £5K, an earlier 100k miler from just over £2k. I know the cheaper one is more sensible for scraping through hedges but the less used examples seem much better value.
