There are various ways to spin it - if that percentage of drivers speed without incident is the limit too low? - but if they want a camera to force compliance the likelihood is it'll do so in one of the four places. I'd prefer jamcg's suggestion and/or countdown markers to the change of limit. It wouldn't stop people doing 70mph, that'd need physical hindrances and I can't see speed bumps or chicanes getting put on that road.
