I don’t think there should be as the poorest parts of the world are having the most children.
On a local level, saying after your second pregnancy (not second child, so twins etc aren’t affected) we won’t offer any more financial help will certainly stop a lot of financial drains on society.

Take away the pisstakers and surprise surprise the truly poor have more of the help they need. It wasn’t the ones going out to work who had all the extra kids, it was the workshy, much to the frustration of my parents.
