As stated in the comments - but I couldn't see on the phone - the disc/hub centre is still attached to that wheel, so the bearing must have collapsed. Possibly as a result of the spacers they are using to get the wheels sticking that far out. I expect it must have been creating some significant rumbling/growling for quite some time.... owner is a nob.

Twingo is a bit bigger than an old mini, but I can still confirm this works especially well when parking between two big SUV’s
