Photoshop help anyone?

My mum wants a photo editing and I don’t have Photoshop or any level of expertise with it! I’m sure it would be a couple of minutes for someone who has used it before. If anyone can help please let me know and I’ll send you the pic.

I use GIMP for the free photoshoppery type stuff, or Irfaview for simple balancing or bulk processing.
If there isn't a proper photoshopper about I can try to help, what needs doing?

It’s just the reflection of a spotlight that needs removing.
