I worked for them (at a contractor) at one point for a couple of years directly and indirectly for about 3 more. The stint indirectly was first and I always thought I was getting some sort of filtered bullshit/incompetence from the people who worked directly with them and blamed them. I worked for the civil service at head office by the way. They ran Jobclubs etc in the 90s. On a Friday afternoon a filing cabinet got opened and everyone got some booze out. These were high Grade employees upto grade 7. Clueless about real life.
They lived in a dream world most of the time where time, money and unrealistic expectations were part of the norm. They would set a budget which was ok for a system (we did about 7/8 systems to 3 different departments in the same sector and they were all the same) that was mondeo spec and got this through financial gateways because it was realistic for getting approval, it would also meet requirements. Once the job was approved they would then proceed to shift the goal posts of the contract adding more and more requirements (usually adding bleeding edge tech that wasn’t fully developed or just didn’t work) without additional funding, expecting a Ferrari for their mondeo money. They would then blame the contractor and moan when things over ran or didn’t work as corners were inevitably cut.
They also had this culture of zero responsibility where no one would ever make a decision of sign anything off unless it was the project head, zero empowerment so you were always waiting forever for anything to be approved, it seemed to be a culture of fearing the person at the top. Again it caused delays and over run.
I don’t know if this extends to other departments outside of the sector I worked in its only my experience, but they needed someone to sort things out where I was that was for sure. I’d had enough after those few years and went back to private sector where I’ve stayed.

I worked for the Treasury Solicitor’s office briefly before I qualified as a solicitor. They behaved exactly as you’d expect of civil servants; quiet, responsible, got on with the job.
