That's a little bit disingenuous from Evo. Makes it sound like it's a done deal. They've essentially green lit the process of starting to draw up legislation, not the legislation itself. I've seen plenty of this type of stuff make it to the press and never make it to law.

True - and reports elsewhere are more fulsome on the exact details - i.e. there would be an on off switch at first to "aid acceptance". Which is code for gently acclimatise people to it like slowly killing a toad by increasing the water temperature in the pan slowly so it doesn't notice.
