Again, the Hierarchy of Road Users

The cyclist is now responsible for noticing the pedestrian (particularly a vulnerable one) and alter their cycling to avoid this incident. Cyclist should have slowed and then there would have been no issue.

100% the cyclists fault

So burn him at the stake...

That's as much disabled guy's fault really - he shouldn't be crossing on a red man signal should he? He clearly just thought "fuck the cyclist I'm going for it"

Under the new priority system pedestrians always have right of way. The red man signal for pedestrians merely alerts them to the fact they should be more cautious. Technically under the new system traffic lights for pedestrians and pedestrian crossings are almost irrelevant as a pedestrian stepping onto the road gives them right of way.
How about not having a sig at all?

Pretty sure traffic lights for pedestrians are only advisory, otherwise we’d have some silly jaywalking rules? Then it’ll come back down to vulnerability of users.

What a crappy junction design, visibility of bikes coming from the left is terrible for vehicles turning left off the road.
