The cyclist is now responsible for noticing the pedestrian (particularly a vulnerable one) and alter their cycling to avoid this incident. Cyclist should have slowed and then there would have been no issue.

Technically under the new system traffic lights for pedestrians and pedestrian crossings are almost irrelevant as a pedestrian stepping onto the road gives them right of way.
