The exchange isn't the only thing that impacts speed - backbone contention is a major factor, as is the quality is the networks internal routing on the ISP side.

Ie most isps run over provisioned, that is they have more customers than bandwidth for their advertised speeds.

Smaller, more specialised ISPs have a much healthier contention ratio, such as IDNet who charge more to cover thier costs, but those costs typically go into making sure thier network is not secondary to the size of the dividends the directors get....

Never had a bad word to say about IDNet. The fact that any nonsense Openreach shit gets sorted in <12hrs never ceases to amaze me.
