It does sound like they were able to make the maths work as a storage place only, before they thought about re-purposing the upstairs bit into something else. It’s a bit different selling coffee in a busy high street or shopping mall with loads of footfall than from a pub that’s literally in the middle of nowhere. There’s not even any locals to frequent it as a pub.
