It's reported slightly differently in the local news;
"...162 drivers were caught travelling faster than 70mph in a speed limit that was either 30mph or 40mph."
While "It found 47% of drivers were speeding when travelling in Maidstone Road (40mph), in Station Road (30mph), in the High Street (30 mph) and in Cranbrook Road (40mph).", those four roads link end to end as part of the A229. With that and the 30mph or 40mph, that 162 total could come down to 21 in a 30.
It won't link as desired; you'll have to put Staplehurst in and the road in question is the A229 that runs north-south;

I'm noticing how more and more drivers don't give a toss about 30's and 40's. It fapping frustrating when you're trying to stick to the limit and some bell is 2 inches from your back bumper. The same dickheads who don't understand the rules around the national speed limit either.

How's that going to work then? Council officers won't have the legal power to stop a moving vehicle. People won't be legally compelled to identify themselves to a council officer. I see a lot of 'two finger salutes' when they try and enforce that nonsense.
