Waaay back in Uni they had a brainwave idea to increase alcohol awareness (LOL) by giving out scratchcards to record how many units of alcohol you'd had during the week. The "limit" being 28 back then.
Obviously these then got used to track how many units of alcohol you'd had during a night out. The "target" being 28
