Giving 'the enemy' a bit of a close flyby in international waters is a long, stupid tradition between nation states. Close enough to flip the other pilot the bird, but not close enough to be considered an explicit act of aggression big enough to 'whoopsy' your nation into a war.
This RF pilot, however, wasn't competent enough to do the fuel dump, didn't stop to think that the drones cameras might catch him in the act by being wide angle and quite adjustable (I guess their shitty drones only point down), and was flat out dumb enough to not realise that if he snapped off a couple of pitot tubes from his big, heavy, designed-to-be-unstable-for-movements-sake aircraft, the computer control that reduces that instability might not be much good.
He then topped this off by being incompetent enough to prang the thing, because he couldn't fly the plane slowly enough to maintain control in close quarters. The stall speed of an Su27 is probably higher than the top cruising speed of a prop driven drone.
Frankly, given the state of the rest of the RF armed forces, they probably have fewer SU27s capable of flying than they'd like to admit to, too, so risking one on an unarmed drone is a stupid fucking move. Dumb cunt is probably in a prison cell by now.
That certainly seems to be the way the US has interpreted it. Dumb pilot rear ended their drone, no-one hurt, roll your eyes and move on.

Would be, but I doubt Russia can do without a fast jet pilot right now.
Also, nobody goes to prison in Russia anymore do they? Worst case is give them a gun and send them to the front.

Fill them with cannon fodder from the prisons and then in one hit (both literally and figuratively) you're saving money on prison spots and saving on the cost of decommissioning the old tank as well.
