It appears to be a drain plug with completely stripped threads. I guess you'd need a bigger bolt that cuts it's own thread, or to need to re-tap. Which probably means drilling it out "one bigger" and then retapping. A bit like doing a helicoil, except you need to find a bigger bolt too?

it looked like the hole was massively bigger rather than stripped, but looking back I see it does look fairly stripped. The way he can just drop the bolt in with wiggle room does suggest it's the wrong size bolt though.
