I’m going to say cyclists as they’ve tried to undertake a car that’s clearly indicated they’re turning left.
But with the new rules, who knows. Probably the car

Technically the driver, as he's turned across the cycle lane where the cyclist would have had priority.
However, cycle lane had only just started so flying down it straight away was a bit silly when the car had just indicated to turn left. Cyclist by his own admission says he thought the driver was lost, which should have given him reason to pause, and he was closer than was really sensible in my view.

If you scroll down the comments a bit, the guy says he thought he was turning left further on. So, idiot cyclist makes a wrong assumption and naturally it's the car drivers fault for failing to apply a neural connection/rub his crystal balls.
Also he was riding far too close to the back of the car from way back.
He's not looking for a constructive appraisal of the situation tho, he just wants the cycling mentalists to agree with him.

I fkin bet the cyclist wouldn't have tried that same manoeuvre if the vehicle was an HGV.

Probably! His awareness wasn't great.
Equally though, would the driver have turned if that was a bus going down a bus lane?

The Skoda was indicating well before the cycle lane started anyway. I don't attribute any blame to the driver at all, personally. I see Cycling Mikey says it's entirely the car's fault. If it had been two cars which collided at the start of a two-lane stretch of road where the car in front was indicating left before the two-lane section and the car behind went to undrtake, it's quite obvious who would be found at fault.

This won't abate until we get a group of similarly hardline pedestrians, who camera-up and intentionally jump off the pavement in front of moving cyclists based on the fact that they are the most vulnerable road users and therefore have right of way.

I demand we use toddlers instead and strap go pros on them. Really emphasise the vulnerability point.

To be fair a 10 ton red bus is a little bit easier to spot than a cyclist who may have been in the blindspot.

I'd love to film myself riding around town so I could post all of the examples where I calmly take preventative action to avoid getting run over, or avoid flattening pedestrians, however nobody would watch it.

It would basically be the Ogmios school of cycling I don't like arriving places sweaty so ride around 7mph too
