So many questions here. The police presence, the crowds....all for a bit of water in the road.

I'd not be surprised if they consider it driving without due care (deliberately spraying water everywhere, when fording properly absolutely shouldn't do that, etc) are getting sick to the back teeth of seeing videos of it on the internet, and decided to issue a few warnings to some of the more flagrant abusers to discourage it.
