A few places had hoped to be opening their beer gardens soon but looks like that's still a wee bit away for up here. A couple more of the local restaurants are just starting to do a takeaway service so we'll maybe use a different one each week, start supporting them.

I see England is going from level 4 to 3 which should have been done ages ago and 2 is where is in the real world looking at the govs own figures.
Level 1 Covid-19 is not known to be present in the UK
Level 2 Covid-19 is present in the UK, but the number of cases and transmission is low
Level 3 A Covid-19 epidemic is in general circulation
Level 4 A Covid-19 epidemic is in general circulation; transmission is high or rising exponentially
Level 5 As level 4 and there is a material risk of healthcare services being overwhelmed

If that is the level-2 definition then according to the wikpedia page

Like everything - the scale has a political overlay which is that regardless of how quickly we drop through the bands based on the criteria, the Goverment will lag in declaring the reduction and reducing the restrictions as a consequence because it doesn't want to be accused of releasing the lockdown too fast and trigger a spike in cases.
You can view that as just sensible precaution, usually with any fluctuating situation you want to know you're safely in a band/have met the criteria and have stayed there for a period of time before you confirm it.

I think you probably are correct, It could be with one eye on the weekend where I believe they've made gatherings of more than 6 illegal. Doesn't give you much credibility of you lower the pandemic threat level to a really low level the day before the protests are planned.

We’re still a few hundred cases a day over 1000, Spain and Italy are down in the 2-300 area.
If they’re using 1000 cases as the marker to lower the risk level then they’re going to want several days in a row clearly below that and a declining trend.

I wonder what the exact criteria are? I would bet that's TS need to know only (or a moving target that suits at the time)!
