I don’t think it’s an over-reaction. It’s practically impossible to Marshall the full stage lengths - hundreds of miles per day. They need to prevent people from acting like gargantuan bell-ends and risking the riders for some vanity pish.

Not like she kept out and was moving around erratically, she was just stood with a bit of cardboard. Would they have arrested a parked car if they’d all piled into it?

Not really, the road was packed and anyone at the front of the peloton slowing down would’ve had the same effect.
The woman was a dumbass and some of the riders ended up with injuries that will affect their careers. She should absolutely face some consequences.

If the guy had wanged a rider in the face with his fork due to being a selfish bellend, not paying attention and causing a massive pileup, then sure.
