It's already the case, isn't it? Scotland and Wales are different to England. Why not make it smaller scale, so if an outbreak occurs in Weston-super-Mare, for instance (not taking a random example, the hospital there was overrun with new COVID19 admissions last weekend and apparently 40% of the medical staff have it now) then everything in Weston shuts down for 14 days.
Of course, quite how you stop people in Wandsworth doing a Gordon Ramsey if a new outbreak started in London, I don't know.
