I'm not sure I've ever seen that sort of info publicly available Dave.
They were rapped on the knuckles a couple of years ago about this though - I thought there was supposed to be a change being forced upon the likes of HE such that they could only ever implement roadworks over a limited section at a time, with a minimum length between sections. It doesn't seem to me that's ever been implemented. I have a figure of 8mi max length in my head for some reason.
I totally get where you're coming from though, as well as Rich, and there has to be a happier medium to be struck than the approach that seems to be adopted at present.

It does seem that common sense goes out the window in relation to highway works. They are currently re-doing some of the pavement on a four way cross-roads near us and have put up some temporary traffic lights on the junction because the work extends to one corner of the junction. They've also closed the adjacent bus stops (the ones I use to and from work) either side the road that crosses it even though they are probably 20 metres away from the junction and the work isn't on that road. Seems completely pointless but presumably there is a rule that says they must shut down bus stops within a set distance from a set of temporary lights

Operation Brock is the current bane of my life. Feels like 40 miles of roadworks and I’ve counted about 10 cunts working on it on a typical day.

It always down to money. Either the cheapest way to do a project or doing the project in a way to make the most money. And no one wants to pay extra out of their budget to save someone else money out of theirs.
Coming up with a better method to do something isn’t hard - coming up with one that works financially is the challenge.

So what you're essentially looking for is more efficient management of road construction Rev? I think that a big part of the government proposed implementation of level 2 BIM on all government projects by 2016 was intended to try to get a handle on these types of efficiency. Alas it wasn't really executed properly because the government simply doesn't employ the kind of people who can manage it, and it doesn't really go far enough anyway.
A smart 4D BIM model might achieve what you're looking for, but the truth is the industry isn't really there yet. The government would have to run a complex model which would cost a lot of money, as you allude to, it would undoubtedly pay for itself and then some from the tax payer's perspective. However, and as we all know, government departments such as the HA are not in the business of saving tax payers money, but maintaining their annual budgets.
If you are able to change this general mentality Rev, perhaps you can do it for all government departments and save the tax payer billions in almost all areas of government spending.
