Bizarrely there is someone removing no entry signs on the gates of Balmoral live on BBC1.

The link specifically refers to 'United Kingdom' so makes no distinction. Well, for one there's a strict protocol in place that has been inplace for a very long time. Secondly, aren't they still waiting for Harry to arrive? It's not unreasonable that all the family are able to gather first, privately, before it all kicks off. Then there's the "handover" that has to take place.
