Nope. It’s a phrase only used by those that have said (or supported) something offensive against a specific group of people who don’t like being called out by someone not in the target group. Simply, no; no he doesn't mean "an empathetic..." when he says "Offended on behalf...", and no, being empathetic isn't a bad thing.
