I don't know the rules in the US - is that the case? It's not simply traffic pulling away from the lights at different speeds so if you did it in the UK and a policeman spotted you, I think you'd probably get pulled.

Undertaking is legal in the US so I don't seen how there could be a problem.
The only way this is the motorbikes fault is if BOTH lanes allow for Right Turns (in which case, the right lane MUST be for Right turns only)
Cyclist didn't check and didn't signal which are both considered "dangerous faults" according to Bill Plant Driving School and could cause a car test to eb stopped immediately with an instant fail

I did say the cyclist was obviously at fault, but I was wondering about the biker's riding in its own right. Gunning it up the inside of the cars isn't necessarily acceptable driving.

I don’t think he’s gunning it - just slightly faster than the blue car, matching speed with the white etc.

Cycling down the wrong side of the road, looking at your mobile phone? Definitely the car drivers fault.
