If you’re really conspiratorial you might suggest that there was never anything near him and he burst a fake blood capsule in his ear when he ducked down behind the podium.

If anything the Secret Service/Police seem to have done a piss poor job, seems like some people saw a guy crawling on the roof of a building with a rifle 5 minutes before it happened and told Police. And yeah, 200 foot shot on a target moving their head and clipping the ear - that’s not something you plan for!

An ex-Army tank commander explained this to me. In actual war, in a firefight, you don't want to kill the enemy. A dead soldier is dead. That's only one person out of the fight. Yeah, it’s long been an accepted strategy to wound not kill as an army full of wounded soldiers is a drain on resources.
