Why are they phrasing this as anything other than the dickheads in the bikes fault? Also not a cyclist but a not licensed, tested, taxed or insured, no helmet thieving drug moving waste of benefit money scumbag

What about the licence plate on the one which narrowly avoided hitting the mower? Oh, it didn't have one.
Still, the mower looked undamaged which is the important thing.

I think it's more that they wanted to get their "mows down" pun in rather than an intential phrasing of fault.
