Well that actually makes sense, not charging EVs for congestion is odd as they still add to congestion.

Are you sure? I can't find any examples of 2001 530's that were anything but Euro 3. The rollout in 2021 to the area within the South Circular is a different order of magnitude, however. The argument "your 2006 car will be 15 years old" obviously doesn't apply to diesels which could be only 7. Ethically it really should be combined with a grant scheme for newer diesel cars.
And to grant schemes - no, no, no. The taxpayer should not be subsidising average Joe to get any diesel cars, and petrol-hybrids and EVs are becoming ubiquitous now for people to just buy one of those themselves instead.
It’s a hateful system and is a big kick in the balls to those with the least amount of money. The people with a perfectly reliable 2004 Passat diesel generally do so out of necessity.
I see it as simply a tax on the poor.

Also as TFL are involved and are utterly inept at any logical work (my sister worked for them for many years) then people’s livelihoods are reliant on them.
Already on PistonHeads someone has bought a delivery van which is compliant, then someone more knowledgeable has mentioned that it’s currently done on age and to expect their van to be non compliant whenever TFL fancy. Impacting people financially.

I imagine the checkers all use the same source, but after reading considering Euro 4 wasn't even available for type approval till 2005, they're probably wrong. Hmmm. So, I check my old old Mondeo ('03 and definitely Euro 3 and it also said exempt) so then I read this. I know that's for bikes but I think the same applies for cars.
I guess they've updated the DB based on those emissions?

My 2004 645 is euro 3 but except from ULEZ too. There’s loads of weird quirky exemptions which make no sense.

It's based on nox output isn't it? So mostly dervs affected, like trucks and vans. You know, that service industry London relies on.
The Congestion charge worked really well didn't it, so I can only assume that this will be as successful!

Seems like you can get some fairly old and cheap petrols that will be clean enough, so I don't see the affordability issue. Slight issue is people who have recently bought diesel vans etc that are now, presumably, worth significantly less
