I've sorting out my father in-laws estate and been looking into how to sell or give away his ebike as it self propels so didnt want to mis-represent it.
It looks like you can legally have a throttle if the bike is still limited to 15.5mph and has pedal assist function as well. It would need to be type approved (L1e A) which i can't find any documentation to show it is but there are manufacturers who sell bikes as such. No tax or insurance requirements either.

Minor amendments were made in 2015 to the units used e.g 15mph changed to 15.5 to match the EU's 28kph.
It's not something people are aware of but definitely useful to get people cycling.
