Second phase of testing. Not unusual to see a different result in a more production like environment.

So they re-certify the aircraft and your on the way down the jetway to your flight when you se a 737 MAX badge on the plane you're about to get on....I wouldn't be confident getting on it.

A company who move our engines within Europe also move all of the flight simulators for Boeing. They are making a small fortune from this as they are doing testing all over and extra training etc.

I think that’s the way a lot of engineering companies are going now, if you want to design and make something cheaper then send it somewhere cheap. I’ve heard plenty of middle managers commit to no loss of quality with moving stuff to a cheaper country and the article sums it up well, you end up with lots of loops to get the design right because these people don’t understand what it is you’re after and the engineers left in the manufacturer become almost micro managers for the out source countries.

They’ve been building them at a reducing rate as they’ve filled up various places to stash them in. Either that or they’ve had to make further changes and the amount of re-work to existing planes which are sat around waiting has got too much for them to cope with.
