It comes from newspaper competitions in the 50s and 60s. A member of staff from the paper would be 'hiding' in plain site in a town in the UK. You would go up to people who you believed it to be and say "You are so and so and I claim my five pounds!" If you'd got the right person they'd give you a fiver, a lot of money in the day. My grandfather spent a day searching on Morecombe beach once, he found him though.
