Unusual Number Plate

What's up with this plate? I don't think I've seen one like it before.

4 digits and a letter was an issued format - letters after numbers from 1953; R signifies Derbyshire. Could alternatively be misspaced 438 OR which would also have been a valid registration issued in Portsmouth.
