They're trying to keep two sides happy. You only have to spend 2s on Twitter etc and it's clear that there are those that think this 5 days of freedom will finish us all off, and then there's other extreme that believe the whole thing is being overblown and that our freedoms are being unnecessarily curtailed.

The rules are just going to end up in such a mucking fuddle that everyone will just ignore them anyway.
3 families for 5 days, but all the members cannot see anyone outside the 3, then it returns to 3 tiers, medium and high can't see very high which is 3, or is it 1, but child support bubbles can be made with one household or support bubbles with one grandparent, shops can open if they're a big enough brand to get the rules bent for them, but small shops have to die, work is open but work from home, furlough is on or it's called something else....
you only have to see the average town high street at the moment to see what everyone thinks of the latest lockdown. Loads of shoppers, Hotel Chocolat and the Apple shop are open whilst the privately opened clothes shop next door is going under.

A number of factors such as rate in ceratin age groups and the rate at which infections are falling. e.g Liverpool is Tier 2 as its rate has dropped to 180 (I think) whereas Manchester is Tier 3 as its rate is still 276. However GM's rate has been plummeting fast. We're in Trafford and we've dropped over 50% in 7 days, and are now at 170 so well below the national average.

The whole of Warwickshire is in Tier 3. It's a big county which is geographically split into two distinct rural areas and a city (Coventry). Stratford on Avon district is enormous, mostly countryside and has an infection rate barely above the Tier 1/2 threshold, yet it's in Tier 3 - in contrast, every part of Gloucestershire has a higher infection rate and is in Tier 2.
