There are dedicated bug and tar removers, I've used a couple to good effect in the past, no idea what effect they would have on Rainx though.

If you think it's pad deposits, go and give it a couple of big hard stops (after warming up the brakes first, or course) and see if it improves. Vibration under braking but brakes check out ok. Suggestions from garage are a tyre that is worn more than the opposite side but I can't see how that would only manifest under braking and not all the time. What would it be worth if it wasn't a write off?
