prolly because typing "speeding" is quicker than "riding at a speed which is unsuitable for the conditions and/or type of road" and handily provokes further ill-will among keyboard specialists.

The problem with that tweet is, it doesn't give enough context, and the fact it's a tweet on the most polarised anonymous tribal hell-scape. They were never to get a bunch of replies supporting it because the people who are capable of using all parts of their brain, being pragmatic about a situation...
