That's absolutely appalling. My E46, and long before that my wife had an E87 118d, both were very good. Even my 740d would do mid-forties mpg on the motorway. Drinks less than the 120d and 320d courtesy cars he’s had despite its size. They were broken or he was ragging them senseless. The 120d especially should do 60+mpg without breaking a sweat. I've just had a look on Google and yep, that's a bit of a shit layout. That sounds like a lot, all round. 5.5hrs to do a box service? I think I paid about £300 for the ZF service kit a few years back and an hour's labour. What are they doing for the other 4hrs? Or does that include for the cam cover gasket as well?
