Causing death or serious injury should carry the same penalty regardless of how it happened, but lets face it, I can't see many cyclists falling foul of this.

It's just easier reversing in. I don't get why anyone would choose to go in forward unless the space is in line with the direction you're driving (like at the end) or you need access to the boot. The red LR was completely in the wrong there, I use that road regularly and it's always blocked by parked cars/causes these issues. The LR has not long come out of the 20mph zone either.
